Can I apply for a Non-O Retirement Visa in Thailand, and what are the financial and health insurance requirements?

Current Australian resident and citizen. If all goes well, I'm intending to the apply for a Non O Retirement Visa when I reach retirement age and eligible for the Australian Aged Pension about 20 months from now.

I've looked at the website of the Royal Thai Embassy, Canberra, Australia and the Royal Thai Consulate-General, Sydney. The latter mentions Extensions to the Visa, but the Embassy in Canberra doesn't.

The questions that I have at the moment are these;

1) Does the Non O need to be applied for within my home country, or can it be done within Thailand? If it can be done from within Thailand, what Visa would be best to give me time to open a Thai bank account and get the money into it?

2) Neither of the websites mentioned above give any information regarding ' money in the bank requirements. Is there any website that has accurate information about this, that I can 'bookmark' for future reference? I've read in this and another Fb Group that 800k Baht in a Thai bank is required. Would I have to have that money in a Thai bank account before I apply for the initial Visa application within Australia, if I have to do it from here? If I remember what I've read correctly, with the money in the bank, there is a requirement referred to as 'seasoning', I think 800k Baht in account 2 months before and for 3 months and not fall below 400k Baht at any time after an application, but I don't remember if that was only for extensions.

3) When applying for the initial Visa, Health Insurance is a requirement, but is it required to obtain extensions?

4) With the Non O Retirement Visa, after the initial 90 days, extensions are yearly from what I've read. Providing requirements are met, can annual extensions be obtained indefinitely, as long as the Thailand government doesn't remove this type of Visa?

Sorry for the long post and for questions being asked that have been asked before, but searching groups, I've found can be time consuming, doesn't always bring up exactly what I want to find and can require reading through multiple past posts to get all answers needed. Posting these questions myself will also allow me to save my post with the answers to all my questions. Thanks in advance for helpful responses. Those that just comment with ridiculing or belittling comments, I will just block the member immediately.

** Late Edit; I've read that some people choose to use an Agent, while others say that it's easy enough to do without an Agent. Someone suggested to me privately, but not in detail about using an Agent at a cost of about 20,000 Baht as an alternative to putting 800k in a bank account. Is that legal, or is it one of those 'this is Thailand' things that are an accepted thing if not strictly legal? If using an Agent can I be sure it won't come back to bite me later? If using an Agent to start with, would it mean that I would need to continue to use an Agent each time it comes to doing an extension?

using an agent to circumvent the financial requirements involves your agent bribing an immigration officer to waive the financial requirements in your case. That is clearly illegal, but currently this is not enforced. It's similar to foreigners creating a company whose sole purpose is to allow them to buy land, which is otherwise prohibited. These things are illegal, but commonly not enforced. Not something I would want to be involved in myself.

Using an agent to circumvent financial requirements can result in immigration, who can tell how you obtained your extension, refusing to deal with you if you decide not to use an agent in the future. They will tell you to continue to use your agent. Again, not a situation I want to get involved with. The only entities I allow to hold my passport overnight are, my embassy when renewing, Thai immigration when I receive my signed retirement extension the next day, and a foreign consulate when applying for a visa. I don't willing give my passport to any agent, anywhere. A friend of mine had an agent keep his passport for over 100 days. That's not for me.

I don't find it overly burdensome to follow the rules.

4) yes, been doing that for nine years in Phuket. Never have to leave Thailand, but need a re-entry permit to leave Thailand (1,000 single, 3,800 multiple re-entry) if you want to return and resume your current permission to stay.

3) in some countries health insurance may be required for a Non-O, but when you extend that in Thailand it is not required. It is required for a Non-OA, but not for a Non-O.

2) you don't have to show 800k baht in a Thai bank to get a Non-O in Thailand or Australia. It is a requirement to have at least that much in a Thai bank for at least two (2) months when you apply for your annual retirement extension of stay.

1) Apply for a Tourist Visa in Aussie before you leave. 60 days plus the option of extending once you are in Thailand at Thai Immigration for another 30 days. Cost 1900 baht. From my understanding, once you arrive in Thailand you go to Immigration asap and apply for the O visa. Someone else will be able to confirm that. I also believe that for an O visa, compulsory insurance is not required. However, it is a requirement of the OA visa which you apply for in your home country before departing for Thailand but that doesn't affect or relate to your situation.

1) Can be done within Thailand, arriving on a 60 day Tourist Visa or 30 day visa exemption. Either of which can be extended for addition 30 days at Thai immigration. During this time you should try to open a Thai bank account. Not an easy proposition because bank likes customers who already have a long term visa, a reason to arrive in Thailand with a Non-O in hand.
