How can I obtain a Non-O retirement visa while in Thailand on a visa-exempt entry?

I would like to ask some questions about getting a Non-O retirement visa from local Thai immigration, probably in Hua Hin or Bangkok, while in Thailand on a visa-exempt entry:

1. Does the 800,000 THB bank deposit need to be 𝘴𝘦𝘒𝘴𝘰𝘯𝘦π˜₯ by at least two months for the initial 90-day Non-O visa as well or does that only apply to the subsequent one year extensions, but not to the initial 90-day Non-O visa?

2. I know that the 800,000 THB bank deposit needs to be π˜ͺ𝘯 𝘒 π˜›π˜©π˜’π˜ͺ, 𝘯𝘰𝘡 𝘧𝘰𝘳𝘦π˜ͺ𝘨𝘯 𝘣𝘒𝘯𝘬 𝘰𝘢𝘡𝘴π˜ͺπ˜₯𝘦 π˜›π˜©π˜’π˜ͺ𝘭𝘒𝘯π˜₯ for the subsequent one year extensions. Does this also apply for the initial 90-day Non-O visa or would a deposit in a non-Thai bank outside Thailand also be acceptable for this?

3. If not, then how would I open a bank account in Thailand for this if doing so without a long-term visa is apparently very difficult, but I would need this bank account to get the long-term visa?

4. Is it also possible to get the initial 90-day Non-O visa in any of the neighboring countries in South East Asia without being a permanent resident there and would the answers to question 1 and 2 above be different there? If so, what would be the best locations for this?

You may want to consider applying for your 90-day Non-O from your local Royal Thai Embassy or Consulate. Then, with that in hand enter Thailand, open your bank account and after 2 months apply for the extension. In any event, here’s an article on opening bank accounts in the Kingdom. The money must be transferred into a Thai bank from overseas before you can apply for an in country 90 day Non-O visa. There are no seasoning requirements. For subsequent extension there is a 2 month seasoning requirement. So even if you get the Non-O elsewhere you are going to come up against limits.

Best to just persevere and get an account open. Bangkok Bank seems to be one of the easier ones

There are now only 3 banks that can seamlessly deal with large transfers, Bangkok, SCB & Kasikorn. If you have a Thai friend who can vouch for you take them along but you may need to try a few branches, even of the same bank as each branch can have its own policy.
