As a new year will be here soon

All " simple tourist " visas or extensions will  turn.   ZERO

Means a new choice to get 2 Land Border / Run 30 days 

And from consulates given NEW chance of getting a 60 days Tourist visa ...again

Beside the old from the ( last ) year ?

Your land borders will reset for 30 day exempt stamps has nothing to do with how many tourist visas you've had

Well ....as we know ....Amazing ThailandOf course the Land border start again with 2 new possibilities

But he has 3 TR 60 and think he can get a new Chance to get 2 more or three ....

If you mean is your slate wiped clean and you can start everything again, the answer is no. As Benjamin says the visa exempt land crossings reset, but that's about it.

1. On January 1st, 2020, a person can get two more 30 day visa exampt by land. These visa exampt can be extended by another 30 days for 1,900 THB.

2. On January 1st, 2020, the odds of getting another 60 single entry tourist visa will not increase or change.
