Means a new choice to get 2 Land Border / Run 30 days
And from consulates given NEW chance of getting a 60 days Tourist visa ...again

If you mean is your slate wiped clean and you can start everything again, the answer is no. As Benjamin says the visa exempt land crossings reset, but that's about it.
