The system has changed, you apply for eVisa now before you leave then show them a copy when you arrive.

Could not board flight to HCMC as a Canadian without having a visa first. Used to be able to do this, but not any more!

I used it a while ago, but they no longer do them. It was phased out last year. I think they wanted to get rid of the unintuitive naming, as you could apply for the visa anywhere but on arrival. You now have to get an e-visa instead, which is pretty much the same the previous visa on arrival was, but with a more intuitive name.
