Is Visa on Arrival available at VTE airport late at night?
I don't have enough time for apply online for my Laos visa.
So it gonna be Visa on Arrival at the VTE airport.
I will arrive at 22:00 in the airport.
Could this be a problem for my VOA?
Or they make VOA 24./7?

Some landborders close at 8pm or even 6 pm

There are different interpretations of the border post being closed. For example, between Argentina and Paraguay at Clorinda (and elsewhere) when they say it’s closed they mean no immigration officers are on duty to swipe ID cards and stamp passports. Gates/barriers (where there are any) are left open for people to walk and drive through.
