TLDR : Answer Summary
Yes, it is true that the MRT and BTS in Bangkok are free this week as part of measures against pollution, and this applies to everyone, not just DTV holders. The free rides will be available until the end of the month. Users have reported full trains, and the process varies slightly between the two systems.
It is, couldn't sleep last night waiting to try it 😂 Rode the BTS and MTR blue line already. The MTR was packed as never before, but no complaints as it's free. For the BTS, the staff handles one time use cards, without asking your destination. For the MTR you do need to choose your destination in the screen as usual, and the black "pill" comes out, without payment.
