Is the email regarding Thai Pass genuine or a scam?

ORIGINAL POSTERI folks, received this in an email today. Can anyone tell me if this is genuine or is this in fact fake or spam mail. We are awaiting a Thai Pass. It is a bit concerning.

They are asking you to open it on a PC because the malware or virus is designed to infect a Windows machine. If it was a legitimate document such as PDF or DOC there is no reason why you can't open it on a mobile device.

I scanned the QR code that appeared on email. Was nothing to do with me .I had been to Thailand and returned to home country already .The sending email address is different to original but quite similar.
