It’s an Arrival document so it’s within 3 days of arriving in Thailand

OPI arrive from Canada on the 22nd, which means the 19th is 3 days,
but at 1pm on the 18th in Canada it is the 19th in Thailand

TDAC not DTAC. The form only lets you use a date that goes 3 days into the future for your arrival date. So you can do that math.
