TLDR : Answer Summary
The process of obtaining a visa in Penang has undergone some changes, including the introduction of a dress code. Many users reported having recent successful experiences applying for various visa types (such as TR visas) without the need for agencies, highlighting that the application process can be completed quickly at the consulate. Some still prefer using agencies for convenience, especially given their affordability.

you certainly won't need an agency to turn in an application for an ED visa using the paperwork you got from your school, although you could use an agent seeing as they're cheap as chips down there.

Came back from Penang last week for a TR visa. Did it by myself though, no agencies. They ask for return ticket, in my case they even asked for a bank statement since i am on my 18th month using TR visas.

Things changed, f.e. there is a dress code now. What kind of visa do you like to apply for?

As far as I know they only became more strict for the tourist visa, but others will share their experience.
