Now you have to show up yourself at the consulate so unless you don't know how to make a bank statement, hotel booking and flight onward by yourself, there is no more meaning to use an agency.
If you use a certified agent you don't need to show up and don't need to show a bank statement unless you are applying for you 3rd or 4th tourist visa.
By the way, there are 2 certified agents in Penang:

Be aware Monday May 14th is a Thai holiday. Royal ploughing ceremony. I'm not sure if that effects immigration offices, Embassys and consulates abroad.

you're not on the list of prohibited countries in either Lao or Malaysia.
Of the choices you asked about I'd say the thai consulate in Vientiane would be the easiest one to use. They require NO proof of funds, onward travel or hotel booking.
The thai consulate in Penang requires all three of those proof-ofz, as does the consulate in Phnom Penh AND Phnom Penh takes 3 days to get your passport back to you

Keep in mind Penang really tightened up and if you have a couple tourist visas already in your passport they could deny you. You will have to show a bank statement with 20K baht (or the equivalent) in it, proof of onward travel within 60-90 days) and a hotel booking for at least 3 or 4 days.

Emily Hasson . It maybe not the best idea saying that you Live in Koh Phangan,yet wanting a tourist visa.
They are asking for all proofs now, check my last post about Penang as I just came back from there. And no need anymore of using any agent as you have to show up yourself at the consulate unless you don't know how to print a bank statement, onward ticket and hotel booking.

1000 baht is the fine that Consulate gives (or, better, the extra amount they would ask you to pay) if you don't show a ticket reservation/confirmation

It will be my 2nd but I went to a visa agency here and they said just go with your passport and the agency in Penang will sort out the rest they gave me a recommendation but never replied

If you're already IN Penang you don't need a visa run company you just need someone agent down there.
Banana Agency gets used a lot and so does Jim Tachinamurthy BUT every guest house down there seems to do visas for thailand for their guests
served me and lot's of people I personally know very well over the years. Is always involved and goes the extra mile if you run into difficulties. Not just a paper pusher but also a (legal) fixer!
