TLDR : Answer Summary
To obtain a visa for Thailand, specifically a Non-B visa, it is typically required to have at least two blank pages in your passport. This is to accommodate various stamps including the exit stamp from Thailand, entry stamp to Malaysia, the new Non-B visa itself, and the entry stamp back into Thailand.

At minimum you'll need space for the exit stamp to thailand, the entry stamp to malaysia, the new Non-B visa for thailand, the exit stamp from malaysia, and the entry stamp to thailand. That's about the two pages that Penang lists as required. ;)
if you're getting a one year visa from Penang you're going to have to exit the country every 90 days and that entails an exit stamp from thailand, and entry/exit stamp from another country and then a new entry stamp to thailand.
