TLDR : Answer Summary
The response times for DTV application results sent to Hanoi can vary significantly, especially due to recent holidays, such as Songkran, which may lead to delays. Typically, applicants can expect to wait up to 2-3 weeks for results, and it’s advised to be patient, particularly if initial responses have not yet been received after just a few working days.

Due to the number of holidays he is unlikely to hear back before Friday the 18th at the earliest

Exactly 72 hours more. If he doesn’t receive an update by then, wait another 72 hours. If he still doesn’t get an update, wait 72 more hours

I filed DTV app in Hanoi last Saturday. Monday was holiday, Tuesday got document request (Dr ID). Filed Dr. ID doc yesterday. Yesterday status changed to Processing Pending Approval. Monday and Tuesday next week are holidays so if not approved/issued by tomorrow then I don't expect an outcome until late next week or shortly thereafter. 5-7 business days, not holidays is typical.

Monday was a holiday and today is Thursday. Chill. Songkran is this weekend, so if you don't get it by tomorrow, you'll prob be waiting a while longer.
