How can my Moroccan boyfriend apply for a METV in Thailand?
Ask for my boyfriend
1) Moroccan nationality
2) got 1 SETV from his country before flying here in Dec 2019
3) His visa + 30 days extension will be expired on 27 of March.
4) He still needs to be here a bit longer to experience Songkran.
5) How and where can he apply for METV with high % of chance to succeed.
6) What he specifically needs to show (I mean budget or docs) to be considered on his visa.
7) Thank you in advance 🙏🙏🙏

Answer summary
The user seeks guidance for their Moroccan boyfriend, whose SETV and extension will expire on March 27, 2020, as he wants to experience Songkran. Key points include that METV applications can only be done in Morocco and the boyfriend may consider applying for a Single Entry Tourist Visa in Penang, Malaysia, as several commenters suggested. They provided links to various Thai embassies for visa application details.

Morocco is not listed at the Thai Embassy in Kuala Lumpur, he can apply for a Single Entry Tourist visa there.
Means he can use the Thai Consulate in Penang or Kota Bahru.
Thai Embassy Vientiane, Laos.
Thai Embassy Phnom Penh, Cambodia.
Thai Embassy Yangon, Myanmar.
Thai Embassy Singapore.
Thai Embassy Hanoi, Vietnam, no list, their advice contact us.
Thai Embassy Jakarta, Indonesia.
Thai Embassy Manilla, Philippines.
I will keep on adding consulates, I do not like sad faces, this is the land of smiles.

He needs to be in Thailand on holiday, but we all have to check all the websites of all the Thai consulates and Embassies in the area where he can apply for a Tourist Visa? I would say, have fun checking yourself:

He needs to apply METV at his home country. Not sure Moroccans can apply in Australia.
But he can apply SETV around SEA unless Morocco is in the list of restriction of application at that consulate (and not seems to be one).

Just one SETV wouldn't harm. But if he has long history of entering Thailand you need to worry.

he got his first SETV from Rabat already since December 2019. What I would like to know from you guys is there any Thai consulate in SE allowed Moroccan citizen to have his second tourist visa without going back to his homeland? (I saw an announcement from KL didn't mention his nationality to be prohibited to issue for a visa from them) plus Savanakhet Consulate says 'all nationality passport holder can apply there'
...
Sorry if this is completed. But it really is 😭😭

He will not be able to obtain METV in any SE Asia Thai Consulate. Its only available in his home country.
And pardon me...He cannot do a border run as Morocco is not on the list of 64 Nations which can. Sorry.
