Morocco is not listed at the Thai Embassy in Kuala Lumpur, he can apply for a Single Entry Tourist visa there.
Means he can use the Thai Consulate in Penang or Kota Bahru.

He needs to be in Thailand on holiday, but we all have to check all the websites of all the Thai consulates and Embassies in the area where he can apply for a Tourist Visa? I would say, have fun checking yourself:

He needs to apply METV at his home country. Not sure Moroccans can apply in Australia.
But he can apply SETV around SEA unless Morocco is in the list of restriction of application at that consulate (and not seems to be one).

Just one SETV wouldn't harm. But if he has long history of entering Thailand you need to worry.

he got his first SETV from Rabat already since December 2019. What I would like to know from you guys is there any Thai consulate in SE allowed Moroccan citizen to have his second tourist visa without going back to his homeland? (I saw an announcement from KL didn't mention his nationality to be prohibited to issue for a visa from them) plus Savanakhet Consulate says 'all nationality passport holder can apply there'

He will not be able to obtain METV in any SE Asia Thai Consulate. Its only available in his home country.
And pardon me...He cannot do a border run as Morocco is not on the list of 64 Nations which can. Sorry.

I don't think Moroccan passport holder can do border bounce. He need visa before entering Thailand.
