TLDR : Answer Summary
An American seeking assistance from the Chiang Mai American consulate during the COVID-19 amnesty period inquired about obtaining a letter. Responses indicate that the consulate is currently not issuing letters for travel extensions due to COVID-19 but may reconsider based on future government guidelines. The email address for the consulate is provided as acschm@state.gov.

Can confirm. They are not offering letters anymore. I was in contact with them yesterday. They will issue letters again come the 30th depending on what the thai gov't offers.

The US Embassy is encouraging Americans to return home.

Flights are limited but still available. And US Embassy will arrange a loan to pay for your air ticket.

Not issuing any more Covid Extension letters.

AFAIK, The US consulates here are not issuing the "unable to travel due to covid-19" extension request letters anymore.
