 You CANNOT apply for a visa while you are inside of Thailand. You have to wait until you enter Laos and THEN submit the application, showing your entry stamp in your passport as proof that you are physically in the country. You cannot make an appointment for the embassy as EVERY Thai embassy switch to e-visa on January 1st.

There is no appointment. You apply for the visa through the Thai e-visa website. You then go in person to pay during their specified hours they show on their website or their Facebook page for payment.

 yes. Whichever embassy you apply at through the online system, either Vientiane or Savannakhet. Check their Facebook pages or embassy website for the announcement about evisa and what the payment hours are
