Has the ETA started in Thailand yet as I'm heading over in February and want to check before I fly back

The ETA is most definitely free, but (there's always a but!) the government will use the online ETA application process to introduce the 300 baht tourism tax, which isn't free!
the reason why I asked here is when I googled the ETA it gave me a few places to look at and 1 of those redirected me to 2 Thai government sites..1 was asking for money and the other didn't so I guess 1 was a scam and I reported it and now it has disappeared..why I asked the question here
The ETA is free, unfortunately all tourists now have to pay a 300 baht tourism tax on entry, so the government is squeezing this payment into the ETA online application process! Good news is they will accept foreign credit cards finally! 👍
Check in late January. It's to be voted on in parliament in January, so probably wouldn't be introduced until March, but no doubt they're keen to get the money rolling in so it might be a "rush job" 😂😆
