TLDR : Answer Summary
The necessity of translating French bank statements for a visa application depends on the location of the application. If applying in France, no translation is required. However, if submitting to an embassy in Vietnam or other countries, English may be needed since different embassies have varying language acceptance policies.

It depends on where you'll be applying. Each embassy accepts only certain languages.
