For a non immi OA visa I just need to meet the income test OR the bank balance test. Not both. Is that right..?

The OP asked about the income test or the bank balance test before the non-OA is issued. The best option is to go to the local consulate (or their website) and ask them. To my knowledge, *no* consulates are issuing visas now because the borders to Thailand are closed.
You show proof of funds by using a bank in YOUR country and you can show either 65K baht a month or the equivalent in income per month OR you can show 800K baht or the equivalent in the account.
