TLDR : Answer Summary
You do not need a re-entry permit for your multiple entry tourist visa (METV) if you leave Thailand before your visa's expiration date and re-enter within that time frame. There is no minimum stay requirement outside of Thailand when travelling by air, but you should verify entry rules if crossing by land.

Each 60 day entry can be extended for 30 days at your local Thai Immigration office for 1,900 Thai baht.

You can do a simple land BORDER BOUNCE to get your next entry stamp of 60 to days.

As long as you enter Thailand on or before the date on your METV sticker/PDF, you don't need a re-entry permit. No minimum requirement to stay "OUT" Thailand when you travel by air. You need to check the detail if you want to enter Thailand again through land borders. (But sorry, we don't discuss detail about land-border crossing)
