TLDR : Answer Summary
The user is asking if they need to have 400,000 THB in the bank for the 90-day Non-Immigrant O Visa prior to applying for a Retirement Visa, which has a requirement of 800,000 THB in the bank for 2-3 months beforehand.

If he has a Visa Exempt Entry or a Tourist Visa he can apply but need days left on is stay to do this. Best is to visit the Immigration Office, see if it is possible and take the hand out with requirements
