Hey guys asking for a friend... Can they do the STV visa and do no quarantine as they have proof of recovery certificate but aren't vaccinated?

TLDR : Answer Summary

A person cannot use a recovery certificate alone to bypass quarantine when applying for the STV visa. The current requirement is to have at least one vaccination in addition to the recovery certificate within the last six months, otherwise, a ten-day quarantine is mandatory.
