Answer summary
Yes, you can use the existing 800,000 baht in your Thai bank account for a retirement visa application, provided you can prove the source of the funds during the application process. The funds must remain in your account without withdrawal to meet the financial requirements for the visa. If you do not stay in Thailand for the year and choose not to renew your visa, you can still apply for a retirement visa again later using the same funds.

Yes but easier to renew before you go back so can still be used for renewal for the third year
Yes you can - however if at anytime you wish to withdraw any of that amount back to foreign bank you will need the proof that it was an international transfer -
We were away for an extended period due to COVID which meant we could not get the next extension in time. After COVID was over, we got a 90 day non-O retirement from the Thai Embassy in our country, and when we were back in Thailand went for our extensions as normal, using the bank accounts with 800k each that we had had for years. Was all very painless.
Technically you would be starting the whole process over. To get a new 90 day non-O, you would apply on your home Thai Embassy/consulate website.
You might email them (or LINE message them) to see if they would accept copies of your Thai bank book showing the original 800k international transfer, and if they would accept a current statement or screenshot from the Thai bank website showing the current balance.
No problem using that 800K baht to meet the financial requirements for a 1-year extension. No international transfer requirements for funds for a 1-year extension.
