Can I transfer my visa to a new passport and get a re-entry stamp at any immigration office in Bangkok?

Hello folks, I need to transfer my visa from an expired passport to the new passport. I have the letter from the US Embassy. I also need a re-entry stamp(?) for a upcoming trip to the Philippines and return to Bangkok still on existing visa. I see there are multiple immigration offices in Bangkok; can I go to any of them to handle both issues? Thanks for your help.
