TLDR : Answer Summary
Yes, you can submit your extension application when you file your 90-day report in April. Most immigration offices allow extensions to be submitted 30 days in advance, with some, like in Bangkok, permitting 45 days.

Most offices will allow an extension 30days in advance - a few (bangkok ++) allow 45 days early.

You should therefore be able to submit your extension application when you do your next 90 day in April.

Thanks, I did not think of that. He can do both in the time frame of 19 April till 2 May. Or even earlier if his Immigration Office allows 45 days.
