TLDR : Answer Summary
To open a bank account in Thailand, you cannot do so without a long-term visa. Most banks require at least a non-immigrant visa—such as work, student, retirement, or Thailand Elite visas. Additionally, you'll need to provide identification like your passport and evidence of your residence, which may include a residency certificate from your provincial immigration office. Some banks have become stricter, requiring proof of ownership for local mobile numbers and other documentation to prevent fraud.

No, you cannot open a bank account in Thailand without a long-term visa because most banks have stopped serving tourists and short-term visitors, requiring a non-immigrant visa like a work, student, retirement, or a Thailand Elite visa to qualify. You must also have your passport and proof of your purpose for staying in Thailand, such as a work permit or school

you can always try, ask directky from banks for options of opening bank accounts, banks here are getting stricter, they are eliminating mule (used for scamming) accounts and only issue bank accounts to those who long-term visa. other than that, you must proof of residency certificate issued/validated by your provincial immigration office and your thai mobile number must have a “proof of ownership” that you own the particular mobile number. 2 months ago, a lot of mobile banking app users (including me) are blocked because they disnt provide proof of ownership of the mobile number. these are the latest happenings here in Thailand… nevertheless, you can ask directly banks for options they should be able to provide you reliable info, dont take everything here in social media, always take it with a grain of salt.

the "one year" is not a "non-o". It is no visa at all. It is a stay permit, not a "non-o visa"

You don't need a visa, you need a long-term visa. Primarily a non-immigrant visa. Not a tourist visa or DTV visa.
