You can't get any visit visa outside of your country if you have Pakistani Passport.

You have to apply for Singapore visa through a travel agent in Pakistan and it takes almost 2 weeks to get the visa.

Having a visa for Thailand would not affect you getting a visa for Singapore either way. You need to apply for visas at the appropriate Consulate/Embassy/ Agency.
