Also, do you know how to get the fastest from Chiang Mai to Savannakhet or close by like the city Mukdahan?

yes you can get a non-B visa in Savannakhet IF you have the correct documentation from your employer.

But as far as how you get there I'd say Google is your friend. This is the thai VISA advice group not the how to go from point A to point B in S/E Asia. Believe me you're not the first foreigner from Chiang Mai who needed to slog over to Savannakhet to get a visa. Google it. (y)

and just so you're clear, you don't get a work permit from a thai consulate, you get a business visa :O You get a work permit from the Ministry of Labour here inside thailand

The fastest way to Savannakhet from Chiang Mai is probably by taking a flight directly to Ubon Ratchathani and then a 3 hour bus journey to Mukdahan. From Mukdahan you could get a bus over the bridge to Savannakhet
