TLDR : Answer Summary
The user is concerned about applying for a 90-day business visa in Penang without a work permit, highlighting an issue with their invitation letter being addressed to the Thai Consulate in Kuala Lumpur. Community responses suggest that this could be problematic, emphasizing that the invitation letter must be addressed to the consulate where the application is made and recommending obtaining a new letter.

, you;re mixing up terminology and that's causing problems with the answers you're getting.

You EXTEND visas at the immigration offices inside the country. and at a thai consulate in another country you get a NEW visa entirely.

SO what you're wanting to do is BUY another 90 day single entry Non-B visa from the thai consulate in Penang.

What is the reason that the invitation letter is addressed to the consulate in Kuala Lumpur and not where you want to go apply for the visa?

AFAIK: the documentation has to be addressed to the consulate you're applying at ..

Yes, you can not extend a visa in Penang or in Kuala Lumpur.

You can apply for a new visa.

The letter must be addressed to that Consulate, so you need to go to Kuala Lumpur or get a new letter.

Taken 3 times already means 9 months and the work permit is still not ready?Did you ask the Ministry of Labor why it takes so long, I guess you like to start working as soon as possible.
