Just an FYI but I just went to immigration in Maha Sarakham for my 90 day report and also asked about doing 1 year extension of stay on my Elite visa as my last entry stamp was October last year and the immigration officials insisted that I couldn't get a 1 year extension at all. I politely argued with them for about 10 minutes (they are lovely people and it was quite a jovial argument) and then they finally agreed to call someone higher up in BKK and after their call they apologised to me and said yes I can do the 1 year extension. They told me I am the only one who has this visa at this office so they didn't realise. At least they know now for the future although I was surprised they didn't just call someone first to ask rather than initially telling me they can't do it.
