Can I enter Thailand, quarantine in Bangkok, and then travel to Chiang Mai on a Non-O visa?

Is it possible to enter Thailand, do quarantine for 2 weeks in Bangkok and then travel to stay in Chiang Mai on a Non-O visa? Proof of vaccine is available. I keep hearing about limited travel in Thailand and would like to know how all of this works. Or is none of this available until October or so?

Tatnews.org says needs to be done within 72 hours of leaving quarantine.

Though for planning purposes i would advise travelling directly from ASQ to your intended province as Bangkok is a red zone.

You will get all your paperwork when you leave ASQ proving you are clear
