Yes the visa is used. But when he entered he got an Admitted to Stay period for 60 days. This Admitted to Stay period can kept alive when he use a re-entry permit. He will get the same date on return as the current Admitted to Stay date in his passport.

Yes, you can. But you will get the same date as the current Admitted to Stay stamp in your passport on return. You will not gain any days.
