I'm a US citizen that has been living in Ecuador for over 4 years. I'd like to move to Thailand later this year. I understand being over 50, I can deposit 800k baht, along with a police report, etc. I was hoping I could do the Visa process here in Ecuador, but I don't live near the Embassy in Quito, and they don't respond to my inquires. So, I guess my question is, can the Type O Visa (I believe) be done in Thailand, or must I return to the US? Also, I'm not sure if I need a police report from Ecuador or the US, since my passport shows my residency in Ecuador. Thanks for any insight.

TLDR : Answer Summary
A US citizen residing in Ecuador can apply for a Type O Visa in Thailand, but it is generally recommended to apply at an embassy or consulate. However, if convenient application options are not available in Ecuador, it is possible to apply for the visa upon arrival in Thailand. For the police report, since you are currently residing in Ecuador, you should obtain the police report from Ecuador.
