Can I apply for the Thailand Pass immediately after being fully vaccinated, or do I need to wait 14 days?

If i am fully vaccinated on 15 November, and the trip is planned on the 3rd of December (18 days from seconddose) , can I apply to Thailand pass now or do I have to wait 14 days after second dose to apply for the pass? Thanks!
