I was supposed to do my marriage visa this coming April 4th in Laos, but since that cant happen then ive been advised to get a 60 day extension based on marriage.
So first question: will that still be okay as ive done 30 day extension (based from a tourist visa) already at Cheng Wattana and plus 2 land border exists?
Second, as Ive seen that the immigration is now operating in two locations (Don Meung), which of these two locations should I be going to.

today I tried to make Non-O based on marriage in CW. I couldn’t proceed because I need more documents to complete. The officer advised me to extend my tourist visa to 60 days first (but the final decision depends on the authority) in MTT. So, tomorrow I will try to do the tourist visa extension I currently have for visiting family.
Standard TM7, just put 60 days and reason for ext, but check what copies and original docs you need as each local immi office differs. Also your wife (reason for extension) will need attend too.
So on your current entry you're gotten one 30 day extension and now you can apply for a 60 day visit thai family extension based on marriage to a thai national for 1900baht
In Bangkok you do that at the main office at Chaengwattana.
