Can F-4 visa holders apply for a Thailand DTV visa at the Thai Embassy in Seoul after the August 31, 2026 rule change?

Hello! Has anyone on an F-4 visa successfully applied for a Thailand DTV through the Thai Embassy in Seoul since the August 31, 2026 rule change?

The Seoul embassy changed its requirements on August 31 and now mentions permanent residence for foreign nationals, so I’m trying to confirm whether F-4 is accepted or if they specifically require F-5.

I’ve contacted the Thai Embassy in Seoul directly but haven’t received an answer yet. Two Korean visa/legal companies have told me they believe F-4 does not qualify, but neither could confirm an actual F-4 case directly with the embassy...

Would really appreciate any first-hand experience since the Aug 31 change, especially from someone who applied on F-4 or received a direct answer from the embassy.
