Can a person in Thailand on a Non-Immigrant O-A visa easily change to a marriage-based Non-O visa?

Hi all, just a quick question for a friend in khon kaen,he is married but is on an non immigrant O-A visa, can he change it to the marriage visa easy enough? He has been married for about 5 years...( I think the visa he wants is the non O based on marriage but he isn't sure and neither am I) many thanks for any help you can give
