Thai Language learning is not part of softpower. you can probably try student visa...or if you really need DTV, then try for Thai Cooking classes.

None... do your research. Thai language is an Ed Visa not for the DTV visa.

Thai language is not an approved soft power entry scheme. You could sign up for some other approved scheme and then do your Thai language on top of that.

If you want to learn Thai you have to get the regular Ed visa
