re-entry permits are being sold at your local immigration office, and I know they are still being sold at Suvarnabhumi (BKK) international Airport.
Having a re-entry permit DOES NOT give you the right to return to Thailand, and you will need to get a Certificate of Entry by proving to the Thai government your return is "urgent", and go through quarantine when you return.
