Does my friend with a B non-immigrant visa and work permit need a re-entry permit to leave Thailand for a couple of days, and can he purchase it at Phuket airport?

Am I correct in thinking that my friend from Myanmar who has a B non immigrant visa and a work permit will need to purchase a re entry permit if he is leaving Thailand for a couple of days. If leaving from Phuket airport can this be purchased at the airport.
