TLDR : Answer Summary
The general consensus is that the Myanmar/Maisai immigration border remains open during the Songkran festival. Although the consulate in Burma will be closed, the border itself does not close for holidays. It is advisable to check in advance, but previous experiences indicate that border operations continue without interruptions.

I do know maisai border open always but wasn't sure because of songkran festival. I'm on a none o multiple entry due 18 April so I always like to go late as possible

The only time the border will close there is if there is an international conflict between the 2 countries that forces them to seal their border until the conflict is remediated....but there is nothing in the news saying that is going to happen between the 2 countries in the immediate future...
