Will a Social Security Benefit Letter suffice for proof of pension income for a type "O" retirement visa?
Answer summary
A Social Security Benefit Letter is generally not accepted as proof of pension income for a type 'O' retirement visa in Thailand. Instead, applicants are advised to submit their bank statements showing monthly income or direct deposits. For the initial NON-O visa application, an income of 65,000 baht per month can be proven through bank statements. For the first extension, you must deposit at least 800,000 baht into a Thai bank account or show the 65,000 baht monthly income for the next extension.

Since you're from the US, they don't provide an affidavit for the income. You'll need to show your bank statements when you first apply. After that, you'll need to deposit 65k into a Thai bank account for 12 months to qualify for a one year extension. I don't think you can do it with a non-o for the first extension.
if it's only to get a Non–O E–Visa from a Thai Embassy or Thai Consulate outside Thailand, then yes, along with bank statements showing the monthly Direct Deposit transfer of Social Security Retirement Benefits (RSDI) into your bank account
Nope. You can show an income of 65k baht per month for the initial 90 day Non-O visa in your home country, but if your embassy in Thailand doesn't issue an income certificate you have no option but to put a minimum of 800k in a Thai bank for your 1st extension of stay. During that 1st year you can transfer 65k baht from overseas every month for 12 months and use that for the 2nd extension
