I had the same problem I tried to send a full copy of my passport but was rejected every time so I had to crop the image down to 50% and it was accepted
I had that problem I just used I phone and it gave me the option to resize it, it wouldn’t accept a screen shot but would accept a photo using the phone camera

does t matter, you can have a small picture that’s to big, I had to resize me 2x2
