TLDR : Answer Summary
For travelers flying from the USA to Bangkok with a layover in Japan, the TDAC (Travel Declaration Approval Code) should be submitted based on your original departure country, which is the USA, despite the layover.
Thailand Digital Arrival Card (TDAC)

Your departure country.

The flight that will bring you into Thailand. Use that one.

Immigration told me the originating flight from my home country is the one to use and that’s the one I’ve been using for many yearsοΏΌ

Frankly, it doesn't really matter either way. No one is checking it, and it's all automated. You fill it out with whatever you want and get the QR code and you are done.

its the flight entering Thailand that you put in and in this case you would put in Japan.

Did you really think you should fill out the Thai arrival card when you fly to Japan?
