When is the first 90-day report due for a Non OA visa in Thailand: the date of issuance or arrival?

Arrived Thailand February 29.

Is our first 90 day report from date visa issued or date arrived in Thailand?

your first 90 day report is due 89 days after you stamped IN to thailand

(nothing to do with the visa issue date at all).

If you entered on Feb 29 your 90 day report is due May 28th
