TLDR : Answer Summary
The first 90-day report for a Non OA visa is due 89 days after arriving in Thailand, not based on the visa issuance date. For this case, since the entry was on February 29, the report is due on May 28.

your first 90 day report is due 89 days after you stamped IN to thailand

(nothing to do with the visa issue date at all).

If you entered on Feb 29 your 90 day report is due May 28th
