What are examples of soft power activities that have qualified for DTV besides Muay Thai and cooking? I will be living in Khon Kaen and am interested in learning the language and culture, attending festivals, visiting temples and learning more about Buddhism. I haven’t found anything at Khon Kaen University (I think I need to learn from a Thai language tutor and immersion before taking a college class offered in Thai).

Muay Thai is the only one I have head of actually being approved. Cooking / language etc were talked about but I have never heard of anyone being actually given one. If you want to do language or cooking the old ED visa does the job.
If you do go for soft power expect the same crackdown to come along that hit the ED visa this year.
