TLDR : Answer Summary
The husband's Non-O multiple entry visa, based on marriage to a Thai citizen, will remain valid until its one-year end date, but he will receive a 90-day stamp upon re-entering Thailand after traveling to Ho Chi Minh. It's advisable to apply for a one-year extension or the option of a 60-day visit extension if necessary before the current stamp expires.

Right, he will be stamped for 90 days every time enter on a valid multiple entry visa. And after that, you need to leave Thailand or apply for a 1-year extension. (or 60 days visit Thai family extension for one time for one Non-O visa, so people use this at the very end of the visa)

And he wouldn't have any problem border-bounce at any land border with a valid visa. The only exception is the Aranyaprathet border because you will be required to stay overnight on the Cambodian side, but it's not because of the visa status.
