What is solution for my friend who’s already arrived in Thailand and wants to validate her Non-0 90 Day Retirement visa? Non-0 approval wasn’t received by her departure date, so she flew from USA to BKK anyway, and got 60 day Visa Exemption stamp.

TLDR : Answer Summary
Your friend can validate her Non-O 90 Day Retirement visa by leaving Thailand and doing a border bounce. She should exit the country and re-enter while presenting the approved visa.

Same thing happened to me. Border bounce will do it.

The only option is to do a border bounce. Leave Thailand and return, and present the visa upon returning.

is there a preferred border bounce by air destination for expediency?

If you want to do it by air, usually best to go somewhere that won't require you to pay for a visa on arrival. Often places like Singapore or Malaysia qualify for many people for this.
