EVA Airlines just cancelled my flight back to Thailand, so I can't get back in before my OA visa expires. The Thai consulate in Los Angeles is closed and they're currently not responding to my E-mail. Are there any known issues about applying for a second OA visa? Same same process? Thanks.

There's no way back in at the moment anyway. Airports are closed to incoming passengers until (at this stage) April 30. Check back after that date to see what's happening

The only difference in the O-A (Long Stay) visa process is you need to have mandatory health insurance since Oct 31st 2019.

You just wait until the consulates re-open and the borders re-open to get the visa and get back in.
