What options does my Turkish friend have for extending her tourist visa while studying in Thailand?

My friend (Turkish nationality) needs advice in visa extension. She is attending a one year certificate program in Bangkok. However the program's total training hour is below the required limit, not allowing her to get a Ed. visa. So she is staying on a tourist visa and do border-run in every 3 months. She and the family got a red stamp in Penang stating 'they are staying for a long time in Thailand and the next visa may be refused'. They will need one last tourist visa before the program ends. Anybody had a similar experience? Any advice or tip is much appreciated.

If you stay Bangkok than the border near to Bangkok, most likely, will not stamp Turkish passport. If you stay in the South you have to enquire there.

How many times did she use the thai consulate in Penang back-2-back for tourist visas?

I'd say it's time for her to pick a different thai consulate for sure. Vientiane, Yangon, etc

You could try a land border run to Kanchanaburi. Will give you 30 days plus extension of 30 days. Two such runs permitted per year and this border checkpoint is quite relaxed

After getting the red stamp next visa may be refused it will be a gamble at most of the Embassies or Consulates in this area. Only thing you can do is apply for new passport, Embassy and Consulate do not use a database so with fresh passport they do not see the history of your visits.
