What does 'pending approval' mean for my visa application in Hanoi and how long does it usually take?

Hi everyone, I applied for the visa in Hanoi on the night of the 23rd, and it’s been showing “pending approval (1)” since the 25th. The status hasn’t changed since then. Does anyone know approximately how long it’s taking in Hanoi, and what this status means?

July 28th was a national holiday so that would delay approval by a day. Approvals seems to take 7-10 working days. Pending approval is final check before before issuing the DTV.
